The Director of the Intelligence Division
presents his compliments to the Under Secretary of State for the Colonies, and begs to inform him that
the following information has been received from the
Commodore, Hong Kong:-
G. A. Watkins, 3rd. Class passenger from Australia in OSTERLEY, chemist by trade, and late manager of hotel in Macao, is an object for suspicion. He has attempted to enter His Majesty's service in various capacities; there is strong reason for believing that he has attempted to obtain confidential matter from Goverment employees. He approached Grosser, station supervisor, Hong Kong Dockyard, on the subject. Grosser has been transferred to Portsmouth, suggest his correspondence be watched.
It is now reported that Watkins landed at
Colombo on the morning of the 4th. March.
